How is it that there "isn't enough train stock" to run the London Central Line without major delays? What happened to the trains, did they fly away?

How do TfL and Mayor of London, Sadiq Khan think it is in any way acceptable that the Central line is constantly running with severe delays due to "lack of trains"? Especially with the cost of transport?? Where did the trains go? On holiday?

As usual, having to wait 12 minutes for a Central Line train to Ealing. YET, there are no less than six police standing at the tkt barriers. Mayor of London, Sadiq Khan, TfL must think barrier jumpers are responsible for the lack of trains. #realitycheck
