If you want to understand what technical solutions an organization decides to pursue, you need to understand the process by which the org identifies problems. Problems are socially constructed by the org. They’re negotiated, and so power plays a big role here.

Proposed org metric: number of times people cry, "why is doing [BASIC TASK] so much harder than it should be here?"
