It is good to see clear communications on what's been going wrong and to hear someone in charge say that it is unacceptable. The system needs a lot of work, but observing that people in charge care helps me believe someone is trying.

Very good framing of the issue. To achieve scale and impact at the level being proposed, this program will essentially be a “housing pipeline” running through every established municipality and neighbourhood in the country.
