They are also effectively proof of the value of DEI hires. Gimli became invaluable in ways distinct to Dwarves; likewise Legolas in ways unique to Elves. They were included to represent their peoples, but the result was a pooling of gifts which would otherwise have been absent.

In LOTR we see whips in the hands of the Balrog, multiple orcs, Sharky's ruffians, and Sauron himself. Even Shelob's webs lash like whips. Good people don't use them. Whips are the weapons of cowards and slavedrivers, whose authority derives from their ability to inflict pain.

'A shoot from the stump of Jesse' is a biblical image for the restoration of the kingdom. In LOTR we see two parallels: the sapling of the White Tree as emblem of the restored Gondor; and Sam's Mallorn, planted by the stump of the Party Tree, as emblem of the restored Shire.
