Homeland Security Yeah, it’s possible he was getting the I-551 stamp while he waited for a physical card in the mail. The more I think about this, the more it becomes one of the most bizarre cases I’ve ever heard of. If he hadn’t ended up in a foreign country, my gut would say hoax. But he did!
