The concern is that the govt has largely lost control of immigration and it doesn't have the capacity to re-establish it. MRG is right that knowing the answer to this question is the prerequisite for several other things the minister needs to do. But can she even get the answer?

In other words, 1. does the minister know and doesn't want to say 2. does her bureaucracy know and she just needs to get that information from them or 3. no one knows and Houston we have a problem. 3 looks more and more likely to me.
