Macabe PRC History Group thx again for this. and my resposne, in short, is BJ followed the long plan for repressing HK, from the article 23 attpt in 2003 and progressive tightening after its failure. cf. Macau NSL in 2009 shows a much earlier and more thorough crackdown when there's little resistance..
