Every century is either long or short. And the twentieth century is both, depending on the author. The idea is that time periods should have unifying factors (economic, politics, vibes) rather than be based only on calendar years. It's definitely cute/funny though.

personally i think it sounds pretty cool that the entire uk government runs on calvinball rules
