Why does C++ InboundLedger caps blind node requests at 12 but reply-mode requests at 128? I tested my rust code with 128 in both paths (acquisition is faster). Was the 12-node cap mainly about peer fairness, anti-DoS, or something subtler in acquisition dynamics I am missing?
