Paragon’s analysis is spot on. Look at 94% AV enrollees — these plans have no deductibles & no basic copays. Yet those enrollees w/o claims increased almost sevenfold since 2019. Biden’s COVID credits created massive new fraud & phantom enrollment is just one more sign of it.
