You can overhaul the constitution but to introduce a new constitution there must be have been a vacuum. Constitutional amendment, however, is a normal activity that happens if need be. The 1992 Constitution has been amended before to provide for text on citizenship.

MPs in theory are supposed to perform their role as 'delegate trustee' ie. mandate of the people in Parliament in trust, therefore it's expected of them to perform their representative function for the people. There's also partisanship theory on whipping MPs to tow a certain line

.Francis-Xavier Sosu (MP, Madina) has brought to the House's attention to news reportage of alleged defilement of a minor in the Madina municipality. Per his checks, the victim is 14 years & has since become pregnant. He assured #GhParliament of pursuing the matter until justice is served.
