When this happens I'm reminded that either the leader was not an effective classroom teacher (because this is a TERRIBLE technique to use for classroom management) or is likely uncomfortable having difficult conversations one on one. It breeds resentment and blows up morale.

THIS. Without order, learning can't happen. I'm lucky to work on a team where all four educators' expectations are high and student behavior follows suit. This needs to be part of the national conversation. We desperately need order and consequences back in public schools.
