This is a staggering FOI that shocks me. There appears to be procedural irrationality in decision making by factoring in an irrelevant "expedient" consideration. TPO does not automatically block development, so development is not relevant in law to issuance of TPO is it?

An extremely important judicial review has been launched to protect trees and the process of fair-minded TPO protection orders. Quite extraordinary that the decision was hidden throughout most of the period in which a legal challenge could be brought.
