Yesterday evening, Senator Michelle Hinchey passed S8703-A, a critical increase in the $ cap of the NYS Oil Spill Compensation Fund and requiring petroleum shippers to disclose their liability coverage. A Riverkeeper priority since 2015, the bill now heads to Governor Kathy Hochul.
