Good job here calling out the ridiculous situation of a $5b site paying next to no land tax. Also shows that laws that determine what sites can be used for can change private values, and that the public should share in gains from law changes.

I know people don't like it but this highlights exactly why when you are upzoning (or trying to) there should be a windfall gains tax. As the owner you've been lucky because of a government decision and the financial benefit of that luck shouldn't just be handed over to you.
