I no longer have a strong opinion on whether Intel should spin off the foundry business, I have seen good arguments on both sides. What I do know very well is that TSMC is not a particularly well run company. It is 100% possible to catch up to them, it’s mostly a matter of cash.

Once again, taking a stake in Intel is fine but the better solution is to the problem of “Intel needs customers to start up its foundry business” is to just *be the customer*. Commit to building 10 national supercomputers with chips made by IFS.

In general it seems like policy thinkers have expanded the success criteria of anti-poverty programs because of early research showing they may *also* solve education, health, and other issues. Turns out anti-poverty programs might “merely” reduce poverty.
