If there's a reason the prospective "sea border deal" isn't being published, it is down to trying to square these claims with parliamentary sovereignty. A law on trade access can be enacted, but there is nothing to stop a future UK Parl overwriting it: rte.ie/news/analysis-…

Indirect rule - unaccountable governance - doesn't work, but the current UK Govt's inflexible stance where sovereignty is at issue means it cannot reconcile itself to the cooperation with Dublin that comes with direct rule for NI (even if it is essentially consultative):
