$$$ benefits from interregional transmission! #energytwitter users will notice that 1) congestion costs are high and rising, 2) ex post data show that (eg, LBNL reports), 3) congestion is much lower in power system models. So modeling reports like this are VERY conservative.

Interregional Transmission has many benefits: reducing congestion, moving low cost power to regions than need it, and most importantly a serious insurance value during extreme events. Check out @GErenewables new study.
