My understanding of executive orders, such as it is they're used to direct the executive branch on how to enforce a law passed by Congress and/or Constitutional authorities/rights. Not whimsical brain farts the President comes up with while sitting on the crapper.

Side note, I was watching a YouTuber I can't remember which one it was and she was talking about how Trump does not surround himself with knowledgeable bureaucrats - and because of this, he has like a 92% failure rate, with everything he does.

Because he surrounds himself with yes men & supporters, they're not technically the smartest people, are going to be shifted around versus being in roles they have any knowledge of, in order to get things done. As he loses support he's going to need to shift more people around.
