The thing is that the hops that are routing to france in those TR's are past level 3 which is a backbone for the individual ISP's. So the issue isnt with the ISP really, but the route that the backbone is sending their traffic on.

Actually, the server that it is hitting before going international is a level 3 circuit to bliz in New York.... So its likely more an issue with routing PAST blizzard. Meaning Bell Canada can't do anything about it. Blizz would have to work with their isp and lev3 to fix it
