They do this system currently in hockey, lax, and field hockey. Teams are grouped in classes based off their ability, not their school size. I haven't heard any champ of a lower division complain of it being a participation. They are simply winning at their competition level.

Clubs aren't perfect, but they do a good job of getting kids and teams to their correct "level." MSHSAA has the ability to do this also. It would really boost their product if they did. (And this applies to all sports).
