The Kansas Sentencing Act of 1993 changed sentencing guidelines to consider type of crime committed & previous record of the defendant, calling for shorter sentences for property crimes & longer sentences for violent crimes.

The Act was intended to correct for racial & geographical disparities. However, the Act was only made retroactive for 2,000 people. Hundreds of Kansas prisoners are serving sentences under the “old law” and should have been released by now.

Gov. Kelly has the power to right these wrongs. By granting clemency to people who were sentenced under the old laws, Gov. Kelly could correct this injustice and free people who have been incarcerated for decades - and whose sentences would be illegal if handed out today.

Thank you to all those who submitted testimony & urged legislators to support this bill. In 2020, I was a grad student who “missed” class one morning to see this bill introduced at a press release. In 2021, I am a state legislator and got to help it get across the finish line❤️
