On February 19th, 2025 a Presidential EO titled Ending Taxpayer Subsidization of Open Borders was signed which includes a provision to "ensure that taxpayer-funded benefits exclude any ineligible alien who entered the US illegally or is otherwise unlawfully present in the US."

I strongly urge you to protect Medi-Cal eligibility for undocumented individuals with kidney disease and to begin contingency planning should federal actions ultimately be found lawful.

A loss of access to kidney and dialysis care in California for undocumented immigrants would quickly become a humanitarian disaster.

In addition to the direct impact on undocumented individuals it would additionally likely have an adverse impact on the care for all Californians as hospitals emergency rooms deal with an influx of patients needing dialysis three times per week. Department of Health Care Services Medi-Cal
