In a federation the states have maximum self rule. The colour of the voter and President was never an issue for the PFP. It was more of how to govern a diverse state without domination/discrimination.

The PFP most definitely supported universal voting rights. To protect minorities they recommended that those rights be exercised in a federal dispensation. Which implies that in the Cape State for instance the coloureds and whites would have formed the majority in charge.
