Selective history here. Vilsack championed that SNAP should be a food & nutrition security program. Congress named it SNAP not SFAP (food assistance). At $100+bn/yr it should improve diet quality, today it doesn't. It enables poor people to but more UPF. nytimes.com/2025/07/19/ups…
