So most likely outcome: Not much change on offshore oil. Yet at the same time, the most likely outcome for another liberal priority, foreign aid, is *also* not much change. Indeed between the shutdown, OMB, and prevailing GOP views, the outlook for foreign aid is bearish. 4/

This is the standoff. Paradoxically, those who argue most strongly for domestic economic expansion (Republicans) also tend to argue for foreign aid contraction. Conversely, those who most support foreign aid expansion (Democrats) incline toward domestic economic restrictions. 5/

So what to do? One possibility is a grand bargain between Ds and Rs. United on a deal that directly links natural-resource development in the U.S. with more foreign aid. This possible grand bargain is an application of Abundance, which needs to be bipartisan so as to be sustainable. If there's not a red-blue consensus, then resource development will be hobbled, because capital expenditures are so huge and timelines are so long. 7/

Of course, this grand bargain would rankle the greens, who prize their vision of environment more than foreign aid. That's their choice. But others on the left, more pro-foreign aid, might see the value of constructive engagement with America Firsters and budget cutters. 8/

And that's just the U.S. Army. There's also the assets of the U.S. Navy and U.S. Air Force and the rest of the military establishment--and the U.S. govt. Yet any such unlocking would be met, of course, by green-inflected political and legal opposition, with unknown outcome. 10/

So we come back to the grand bargain: More economic growth with a guaranteed set-aside for foreign aid. Will the two sides meet for mutual benefit? We'll have to see. One thing we know in the meantime: Donald J. Trump loves deals. 11/end.
