The deaths of Benjamin Kelly and James Maldonado can't be ignored or justified. People are dying in the city’s care and custody. As we work to close Rikers as the law demands, the priority is to protect people on both sides of the bars and follow the law—including #HALTSolitary.

According to NYSDOCCS, 68 people have died in NY prisons in 2025. The state doesn't disclose these deaths in real time. Even families often learn about them from incarcerated people. A bill awaiting action by Gov. Hochul would require prompt disclosure. She should sign it.

We gathered yesterday in the wake of Christian Collado's death in DOC custody—only for another New Yorker, Edwin Quispe, to die on Rikers Island that very morning. It can never become routine, normal, or acceptable for people to die in the city’s care and custody.
