Haven't look in the article but here we already have talk about the 20.5 million dollar revenue sharing Cap being talked about being raised to 23 million, or so it would seem.
When looked at in combination with what Oregon has done, its likely for their rivalry.

NCAA penalties for Michigan:
- 4 years probation
- $50K fine + 10% of FB team’s budget
- fine equivalent to loss of 2 postseason $$$ (CFP/bowl)
- fine equivalent to cost of 10% of all FB scholarships
- 25% reduction in FB official visits
- 14-week prohibition on recruiting comms
So you guys may have seen how discussion about cost of transfer becoming a thing.

So the B1G is talking 24 huh? Just thought I would point out that the system I have presented starts with conference playoffs of six teams. If the A4 has their own tournament then that’s 24 involved.
People seem to think that each one of these are potential final solutions as presented. They are not. They are stages of negotiation. They are meant to move the needle in a direction.
So don’t think of this as final. It’s meant to move others to a new position
