WinMo 6.1 devices can get HTML email. But not via OTA ActiveSync with Exchange 2003. You need Exchange 2007 for that. I smell a conspiracy.

AAaarrgh. iPhone can get HTML email with OTA ActiveSync/Exchange 2003. This shows that its not a Exchange 2003 issue. Conspiracy definitely.
