This is not overdubbed—it’s an actual scene in the 1994 Fantastic Four cartoon featuring a rap by the Human Torch. Not coincidentally, the Human Torch was voiced by 90210’s Brian Austin Green, who was trying to start a rap career at the time.

To keep the rights to The Fantastic Four in 1994, the studio paid Roger Corman to make a low budget movie they never intended to release. Thankfully, we have a bootleg copy on VHS.
