The correct answer here is 0: If foo and bar are hard linked, mv foo bar has no effect and foo continues to exist. This is in fact explicitly required by POSIX! I asked Kirk McKusick about this at EuroBSDcon and his best guess was that SysV had a bug and POSIX standardized it.
