proportional representation does not require a constitutional amendment. A simple act of Congress is all it takes. Article I, Section IV gives Congress control of its own elections. It has been used throughout US history.

There’s no incentive to compete on policy when our winner-take-all voting system with single-member districts has fostered a Congress where 85% of seats are safe for the party that holds them. Incentivizing parties to compete requires adopting proportional representation.
