The only thing I know that moves more slowly than US regulators - Bitcoin network scaling. 13 years and counting, with no roadmap, or any move in that direction.

The Lightning Network does not help scale BTC at all Non-custodial LN use still requires several on-chain TXs & it would take more than 70 years for everyone in the world to do a single BTC TX! BTCs high fees are also passed on to LN users, making it all an exercise in futility

I believe that bitcoin network's main use is a settlement layer for lightning (or any other L2's). It seems to me that most users will interact with lightning for pmnts, social (see zion, nostr), NFT's or whatever. The question is - is that secure, and decentralized? Why or not
