So it seems in "rebalancing" Smear Campaigns they meant "make ALL data VERY tedious to gather" as now when you jump to SC data/materials do NOT reset any longer so you can only collect from a site ONCE. I've asked Rugged Land Specialist: Arthur Tolmie to clarify but don't expect I'll get a reply.
