Not sure PISA D fixes the issue. There is strong evidence that it also does a poor job at measuring low performers.

PISA has plms but does a decent job at assessing US students on what the OECD believes students should know. Scores are fairly similar to NAEP which asses what students are taught. Stagnant scores should be a concern. This article is worth a look. nytimes.com/2019/12/03/us/…
