Engineers design with a marginal factor of safety for economy purposes. We have to consider both SAFETY and economy. Our safety margins are usually 10-20%. Concrete that is not attaining 50% will FAIL for sure and lead to loss of lives and property. KEBS needs to step up.

The crossection of the column was too small for the load that it was bearing. 2.Poor concrete mix, desired compressive strength was not achieved. 3.The failure is within L/4 Probably the shear stress were too much, considering the reinforcement for shear is wanting.

If you already have the aggregates size, then the only variable will be the water to cement ratio. You can use this as a guide on the degree of workability that would suit the concrete. Anyone else can add more information.
