- Democratic Republic of the Congo
- Nigeria
- Sierra Leone

Attacks on human rights + democracy!

Affecting millions, there were at least 74 shutdowns during conflict in nine countries, including Palestine, Myanmar, Sudan, Ukraine, Azerbaijan + Ethiopia, 63 in 15 countries during protests + five in five countries tied to elections.

With the #KeepItOn coalition, we documented 283+ internet shutdowns in 39 countries — an alarming 41% increase since 2022 — the highest recorded in one year. Perpetrators in India, Iran, Myanmar, Palestine + Ukraine regularly implemented blocks, making up 75% of 2023 shutdowns.
