A quick followup on the #Windermere story. The law is clear: failing to comply with a discharge permit (dumping sewage when you’re not allowed to) is a criminal offence. So Defra UK's claim (via Environment Agency blog) that it’s for a court to decide is, frankly, remarkable. 1/2
