‘Phonics’ doesn’t mean just one thing, so when you are talking about the use of it in schools, you need to be really clear what you’re referring to. Do you mean systematic synthetic phonics (SSP), or phonics approaches in general? Often the two get conflated in unhelpful ways.

1. If we use continuous scores then we need to be clear about whether they are norm-referenced (indicate performance in relation to same-age peers and the normal distribution) or criterion-referenced (like SATs and GCSEs are now, linked to curriculum).
