Chattanooga demolished their riverfront highway in 2004. Since then: -$200 million in new investment -$10 million in new tax revenue (annually) -30% increase in riverfront property values -30% increase in downtown population Seems like a win to me.

Uncapping the House helps solve the gerrymandering problem from several angles. First, the districts are smaller, so it is easier to find homogeneous groups without crazy boundaries. Second, education and an informed electorate is the lasting solution to gerrymandering.
