It appears that delaying responses and shifting accountability are tactics to avoid processing a rightful refund. Your response, stating that you are “only responsible for the delivery,” reinforces this impression. Such an approach is both disappointing and unprofessional.

And what happens when your customers do not "get the meal they want"? I have reported and shared photos of wrong items delivered to me. This is undisputed. Is this also something that I need to follow up on with the restaurant?

Congratulations, you win. Your customer won’t be getting the refund he rightfully deserves, even though it would have been the correct thing to do. You’ve successfully dragged this out to the point where I give up—because it’s simply not worth the time and effort. Well done!
