A ban on new fossil fuel cars at 2030 meant 7 years before your ‘new’ car has to be EV but you would still be able to buy 2nd hand. How many cars are you going to buy over the next 7 years? If you’re buying a new car you will be able to afford, if not you can still buy 2nd hand.

Or help these countries jump the development trench and move to post-fossil fuels. China are moving forward but are so big.
