When we all saw 22% in first House shell, we assumed it was signaling a possible hike in the top indiv rate, maybe a change to corp tax rate. When it became 23% and neither top indiv rate nor corp rate were touched, we were beyond puzzled. A solution in search of a problem.

This is begging for one of those solutions where you leave the titular cap at $40k, but crack down so hard on eligibility/phaseouts that it's practically a $30k cap with revenue impacts to match.
