wealth acquisition through supernatural means, or to aid criminal acts, commits an offence punishable by six years’ imprisonment or a ₦5 million fine, or both. False Claims of Supernatural Powers: Anyone found falsely claiming supernatural powers for personal gain faces

three years in prison or a ₦3 million fine, or both. The burden of proof lies on the claimant to demonstrate the authenticity of such powers during investigation. Use of Religious Premises for Crime: Individuals who use or permit the use of religious spaces for criminal

activity face six years’ imprisonment or a ₦5 million fine, or both. Such facilities may be sealed pending investigation. Rituals Involving Human Parts: The Bill prescribes 20 years’ imprisonment without the option of a fine for anyone involved in rituals or traditional

practices involving human body parts. Suspicious Presence in Forests or Camps: Any person found in the bush, forest, or camp without a lawful reason and under suspicious circumstances will be handed over to the Nigeria Police or appropriate security agencies for investigation.

Land and Property Used for Crime: Property owners who allow their premises whether in forests or urban areas to be used for kidnapping, ransom collection, or related criminal activity are liable to 20 years’ imprisonment without option of fine. Additionally, anyone who

permits unauthorized individuals (excluding security personnel or farmers) to reside or camp on their land faces two years’ imprisonment. Failure to Report Criminal Activity: Property owners who fail to report suspected criminal use of their land or buildings are also liable

to two years’ imprisonment without an option of fine. Forfeiture of Properties and Proceeds of Crime: Any property, land, or structure used in violation of the law is subject to forfeiture to the Enugu State Government. Stolen funds or assets unless legally reclaimed will also

be forfeited. Regulations for Private Security and Accommodation Providers Security Outfit Registration: All private security organizations must register with the state and provide detailed records of their operations and personnel. Community Security Reporting:

Presidents-General of town unions are required to submit monthly security reports to their respective local government chairmen or other designated bodies by the first week of each month. Landlords and Hospitality Operators: Landlords, hotel proprietors, guest house operators

and estate associations must collect and submit valid identification, contact details, occupation, and employer information of prospective tenants and guests to relevant authorities. Hotels and other lodging facilities must also install surveillance systems in public areas and

provide recorded footage to security agencies upon request. Penalties for non-compliance range from ₦500,000 to ₦1 million. The Bill is part of Governor Mbah’s broader effort to strengthen internal security, combat banditry, and eliminate criminal sanctuaries under the guise

of spiritual or traditional practices. Once passed, it will empower law enforcement and government agencies to clamp down decisively on such unlawful activities.
