Facing tough resistance, it looks like the Russian military is turning to the playbook it used in Syria, and before that, Chechnya. Siege warfare and intentional targeting of humanitarian sites and civilian infrastructure. nytimes.com/2022/03/09/wor…

Moscow has a long history of inflicting suffering on Ukrainians; see Naimark, Stalin’s Genocides. This is what makes Putin’s attempt to justify the suffering he is now inflicting on the theory that Ukrainians and Russians are “one people” so perverse. nytimes.com/2022/03/13/wor…

ABC News used quite a bit of what I shared with them in a recent interview about the status of civilians in Ukraine — including my categorical condemnation of the flagrant aggression being perpetrated by Russia. abcnews.go.com/amp/Internatio…

I am very proud of my colleague Dr. Beth Van Schaack, who has been confirmed to serve as Ambassador for Global Criminal Justice. I can think of no one more qualified to take on the challenges of this role.

"Possible or potential future use" turns any object into a military objective. The evidentiary standard in IHL is higher, as any military lawyer would tell you if you argued "possible or potential future civilian harm" should be counted in a collateral damage estimate.

Allen Weiner (@allensweiner) 's Twitter Profile Photo

Of course “possible or potential future use” is not the standard for a permissible military target. That said, that does not appear to be what the document excerpt posted here actually claims.
