This had been discussed at a prior County Council meeting, this action crystalizes it re: the aggressive storm that left about 400,000 without power for some time, and thousands of them without power for many days.

For Sunday's Pittsburgh Post-Gazette, Jimmy Cloutier and I looked at tax-exempt properties owned by Pittsburgh's largest nonprofits, worth about $4.5 billion, & what they mean to the city as it nears a budget crisis. Here's what we found:

2) Properties are supposed to be re-evaluated regularly to make sure they’re being used for charitable purposes (the main qualification for tax-exempt status). But the county office that conducts those reviews faces a critical staffing shortage and has fallen years behind.
