It's worth noting that even a relatively isolated nation like the DPRK can get around most sanctions. They barely slow down Russia and we have no way to implement them against China. It's time to stop substituting sanctions for strategy.

I think the explosion of rapid (and highly questionable) "OSINT" in the past few years has set intelligence back quite a bit.

Deterrence is probably only possible in the cyber domain by making it abundantly clear it is not an isolated domain. A combination of a willingness to impose cost outside of cyber, as well as more resilient, and therefore less attractive targets within the domain, is necessary.

C2, especially from an analysis and coordination perspective, makes perfect sense as a cloud application. Any security concerns have logical engineering solutions, and it buys you a ton of speed, scale, and resilience.
