My (largely unsubstantiated) take: Math ability isn't innate - nobody is born knowing how to prove the Sylow theorems. But math ability can be dramatically augmented by co-opting certain "lower" cognitive functions (spatial, linguistic, etc.) for which innate disparities exist.
