The CARES Act was signed into law in late March of 2020, and part of that was the Federal Pandemic Unemployment Compensation (FPUC) program that added $600/week in UI compensation. 2/5

States took different amounts of time to implement this policy, which allows us to use a staggered difference-in-differences (DID) design to see how it affected reports of crime in major cities with open police data. 3/5

We estimate that overall violent and property crime dropped roughly 20% due to FPUC's implementation, and this may be a lower bound estimate due to issues of anticipation. (Yes, we avoid TWFE and use a modern estimator, specifically BJS 2021.) 4/5

We also find a substantial decrease in homicides. Even though we can (at best) estimate only very short run effects with this method, we still find that these effects pay for a substantial portion of increased UI payments. 5/5
