Three weeks since I asked this question, and with winter fast approaching, the Labour government are still unable to even say IF they will make an assessment of the effects of their changes to winter fuel payments on the NHS.

How can the public sector budgets be completely protected? Surely the burden will fall on the public sector too eg - private sector suppliers pass on increased costs? - agency workers charge higher rates? - those delivering projects for Gvmnt pass on their higher costs?
